It depends on age but some good ones are The Ring, Signs and The sixth sense but the last one only if you don't know the ending.

This may sound silly, however you DID ask for my opinion, I think ( of course this is assuming you can find it at a movie store) You should watch Suicide Club. It's a Japanese movie directed by Shion Sono. It's creepy (although it's very real, if you can grasp the message of the movie that the director is trying to convey) When I first saw it, I was still focusing on all the gore in the movie. But after seeing it for the second time, it all became clear.

It depends on what you're looking for. If you want scary, but not bloody, I'd highly recommend "The Others" with Nicole Kidman. It's much more psychological.
If you want bloody, kind of spooky, but not terrifying, try "The Legend of Sleepy Hollow" with Christina Ricci and Johnny Depp. It's bloody, but has its funnier moments. It's dark comedy.
If you're looking for something bloody that will just scare everyone to death, go for the old classics. The Nightmare on Elm Street series is an old favorite, and it still gives me chills.

I would wait for See No Evil to come to DVD. I saw it in the theaters, and haven't been that scared watching a movie since I was a little kid watching the Exorcist
