Do you know how to make plastic bags?
Do you know much people pay to buy plastic bags? (think wholesale, it would be a really boring store if all you had in it were plastic bags)
Do you know how to make those plastic bags at enough less than the bags sell for (remember, wholesale) and yet more than what it cost you to make them?
How are you going to get those bags to the buyers (wholesale) or sellers (retail outlets) without eating up all the previously assumed profits?
Have you added all the other stuff to the cost and still come up with a profit?--place to make them, wages with accompanying costs like insurance and taxes, plus the taxes and insurance for making things, plus the office that keeps track of all these expenses, plus a lawyer or two to protect you from mothers of children, idiots, and druggies who misuse your product and it kills or harms someone?
Finally, if not first, do you have the money, or access to enough money, to pull this off?
There's your plan, satisfy those basic questions and MAYBE you might be ready to start.

The best routes to take are to research the process of starting a business as well as the industry you're interested in.
Research, research, research – this cannot be stressed enough. Read as much as you can. Here are some book titles that are relevant:
* Writing a Convincing Business Plan by Arthur R. DeThomas Ph.D., Lin Grensing-Pophal
* The Definitive Business Plan: The Fast Track to Intelligent Business Planning for Executives and Entrepreneurs (2nd Edition) by Richard Stutely
* The Complete Book of Business Plans: Simple Steps to Writing a Powerful Business Plan (Small Business Sourcebooks) by Joseph A. Covello
* The One Page Business Plan with CD-ROM by James T., Jr. Horan
There are plenty of free informational resources out there. Check the source box for links to articles.

I used a software for that, than went to the SBA and had it reviewed and changed. Then there are lots of different parts of the SBA like a group of retired business people that help with setup and money finding.

Use a format. You explain how and what you will do.
How you will make the bags, who you will sell them to,
where you will make the bags, who your suppliers will be,
what your profits are, how they will be shipped, how
you will finance everything, etc.
