The local council laid concrete, very badly. Should I have deck laid on top, pavers, have it skimmed or have it smashed up and relaid?

Whatever you do don't skim it as if the concrete underneath the skim moves it will crack the skim aswell and you'll be left with exactly the same problem!!

If I was doing this job I would break up the old slab and whacker plate it into the ground (i.e use it as hardcore) then put another layer over it. Remember if you put decking down if water gathers near the timbers due to the poor installation it will advance the rotting of the timbers so it would be wise to sort this before doing anything else.

you should buy cement mix from any good diy store and carefully even out the cement alredy laid down and then get a deck laid on-top of it or somthing like that.

concrete is the foundation for your patio. Have it torn up and re-laid or you'll be pulling your hair out everytime you go out on the patio.

complain to the council,demand some authority comes out to inspect it and then get them to do a proper job,or phone up "Rouge Traders" off the telly lol

PUT A WOOD DECK OVER IT, MAKE SURE IT IS TRUE AND LEVEL
