Barometer: Measures atmospheric pressue, just the air around us.

Manometer: Measures pressue in general. It can be in many different forms such as an instrument that checks a tires pressure.

A barometer is an instrument to measure the environment pressure - the range is very limited to about 5%.

A manometer is a standard pressure instrument, built for any defined measuring range, possibly up to 100 bar or more.

So a barometer is a special kind of manometer.
