The highest is the Valedictorian and the second is the Salutorian.

Salutatorian is not always the person with the 2nd highest marks in a class. I know many high schools that award that title on merit, taking in more than just GPA. Also, some schools now have numerous valedictorians due to grading scales. It's a big mess nowadays, in my opinion.

I'm not sure I know why you would want to. If you are working on a resume, I can understand, but in everyday life, you might come off sounding pretentious if you bring up this information.

If your college gave out honors such as people have already listed, you may use it. I would hesitate about using a title that is not listed in your academic record or on your diploma. In an interview situation, you could certainly say "I graduated second in my class." If you can't prove it, don't use it - it might be construed as fraud.

"the second on my college" would usually be expressed as "second in my class".
