You might try noise-cancelling headphones. A good pair will be well worth the purchase price and will last longer and work better than earplugs. They also allow you to continue ignoring the noise even while you sleep.
You can purchase noise-cancellers from Bose, the Sharper Image also has a lesser but cheaper pair for about $50. You can also find them at Brookstone, and many computer retailers such as Circuit City and CompUSA carry noise cancelling headphones as well.
As for ear plugs, they do get rid of some of the noise, and you can find them at a local drug store, such as Walgreens.

No, the idiots that blast their bass, you know who i'm talking about, don't give a rats *** about you, or anyone else for that matter. The thumping wont stop with ear plugs. I suggest you get used to college and not worry about it.

Yes, i use them a t work. You can get good, disposable ones at the drugstore for 5 bucks or less.
