Goof-off, nail polish remover, WD-40, Xylene, paint thinner, isopryl alcohol, any kind of solvent will work. Just scratch off as much as you can without damaging the floor and then use solvent for the rest. Let the solvent sit for about 10 minutes, then start soaking it up, squeezing out the rag each time or using a new wad of paper towels. Keep doing this till it's all gone. If you can't get it all the way out, you'll have to use a vacuum with more solvent. But don't use a vacuum where the rubber belt is exposed to what's passing through the hose. It will cause it to snap when it's in contact with the solvent.

Save your nails and get a Mr. Clean Magic Eraser for the Floor mat. The Chair, let it dry and use a stiff brush to break off what you can and maybe try to cover it up with a permanent marker if it is a dark color. Mr. Clean Magic Eraser might even help the chair too.

Rubbing alcohol, nail polish remover or just wait until it dries and flake it off.

Wait till it dries and then pick it off with your fingernails.

At least, that's the first thing that came to my mind, that I would do in your situation...
