You would invoice someone if you did work for them. Like say you cut some ones lawn you would invoice them in other word you would bill them.

A bill is a receipt.
An invoice shows you a list of things you have ordered or want fixed i.e estimated price list of spare parts for your car. This is given to you to give you an idea of how much it will all cost.

All in preference. I use invoices in quickbooks. Bill could be an installment of an invoice.

An invoice is for things that are ordered or rendered on a request-only basis. A bill is a charge you receive regularly for a perpetual service (e.g. you don't have to request monthly that your utilities remain connected--they get the picture)
