lol, I have often asked this question myself, I guess it's to not give kids the wrong idea. Like he has to be wearing some sort of clothes, may it be just a shirt or a towel. Wearing something Is better than wearing nothing. Plus if you don't think about it you don't really notice that he doesn't wear pants. Especially if you are a kid.

Same reason some cartoon characters have "floating" eyebrows...... and how some can remain suspended in the air for 5 or 10 seconds before falling after running off a cliff ! Anything "goes" in the cartoon world!

Because he is a cartoon character, he can do anything that he wants to. (Or anything that the cartoonist makes him do.) Everyone else comes out of the shower in a towel, so why wouldn't he?

Because his creator wants us to know that he has been bathing, as opposed to the normal duck thing of living in the water. and the towel is fluffy, makes us think of nice things.

Havent you ever seen a wet animal? Fur gets thin enough to see the skin. If you can see the skin, you can probably see whats under the fur/towel.

when Donald has his sailor shirt on he's fully dress so when he's out of his shirt then he's considered naked , to show the young kids to cover up after you shower.
