They are looking for a pay off like they got during the BJ Clinton era. In the late 1990's Clinton negotiated a "treaty" of sorts with the NK's. They were to stop work on producing nuclear weapons and we gave them financial aid (US and Japan). He's figured out that if he does it again the US will probably pay him even more. If not the Bush administration certainly the next one will. He's looking for another fat pay off.
