You need to consider what the market is like in your area and how badly you want the house. In my area there is limited inventory on the market, listing times are running well under 30 days in all but the most expensive price ranges, and most buyers have to expect to compete with other offers. Here, I'd offer full price subject to the repairs being made prior (and still you'd run the risk of losing it to a full-price non-contingent offer.) However, if there's loads on houses on the market and/or listing times are on the longer side, you have more room to negotiate. This is where working with an agent comes in handy because they have a good idea of what the market is like locally at any given time.

You can make an offer contingent upon the seller making the necessary repairs prior to closing or get estimates for the repairs and deduct the amounts from the selling price as your offer. It is up to the seller to either accept or reject the offer. Remember, these are both potential major expenses. If the seller is unwilling to negotiate, then it is up to you whether or not it is worth your paying for the additional cost for repairs. Also, the condition of the roof may impact insurance coverage and cost.

Of course, there are other homes out there. I can offer you this advice though....

Talk to your Realtor. They will be better equipped to give you the answer to your question in the market that you are in. If you do not have a Realtor, my advice is to get one. Please don't try to do this on your own. You will merely pay too much and you will not have the professional representation that you would get with a Realtor.

To be sure that you have buying power, you are going to need a PRE-APPROVAL LETTER. If you want any power in this deal at all, you are going to need to show this letter as soon as possible. If not........bye, bye...................
