My kids loved sidewalk chalk. it is really cheap too, if you have a sidewalk, and it washes right off. Read to them, kids love it, it doesnt take any effort on your part, they will sit still and be quiet, and they will learn to love to read. Keep the books short and sweet. I used to even make up the stories and skip pages when they picked a book that was too long. (dont tell!) Bake cookies, buy the rolls of dough so it wont be too much work and then let the little ones decorate. Put a sheet over your dining room table and they will stay under there playing for hours. No kidding. Kids love that. Make them a couple of sandwiches and some chips and stick them under there for a picnic, they will think they are having the time of their life and you wont have to do a thing!!

Any kind of craft. Toliet paper roll binoculars, watercolor poster board, read to them. Pinics in the yard.
