Well, if you're talking about relationship meaning family, then definately family first.
If you mean relationship as just a casual dating partner, then friendship comes first.

You mean strictly friendship vs. a love relationship?
There is a great saying that theoretically no man was ever friends with a woman without either one of them at one point in time wanting to have sex with the other. Saying that, I think since we live once, love is the answer and the only thing that will save our world. Friends come and go and will stick by you if real, but love is irreplaceable and is yet to be experienced by all. While it is more uncertain than friendship it is incomparable to anything else.

I would say friendship because I have learned from personal experience a relationship can't go far if there's not that friendship there.
