Much as I hate to admit it ... for I love England, but I believe the first University for people other than royalty was the University of Paris ... followed less than 50 years later by Oxford University.
I studied at Oxford - what a joy!

The ones on Europe are very old. There are good and very antique universities in England and France.
Universities like Cambridge and Oxford have been alive for centuries.
