It's getting harder and harder to do so without cutting corners legally.
Car tax ranges for £50 a year to £200
Insurance will cost £200 a year minimum
MOT and servicing anywhere upwards of £100
and you then still have to pay for petrol and maybe to park it somewhere.
I cant see you doing it for less than £20 a week, and thats a big chunk of your benefit.

Yes, If you can afford to run it. Often it's the only way of finding or being available for work. If you can show that you could not have applied for a job or attended an interview without it, then you can also sometimes claim a travel allowance. Usually you will need to have joined a job-seekers scheme organised or sponsored by Jobcentre Plus

you can only claim income based job seekers allowance after you have been claiming contribution based job seekers for 6 months. As you haven't paid into the system then you can't claim either. go to your local job centre and speak to an adviser who will but you in touch with the hardship fund

I work for the Jobcentre, you can drive a Rolls Royce if you want. We are not concerned with the car you drive. You can claim the cheapest form of travel to interviews off the jobcentre. although some conditions do apply. go in and they will give you all the details. good luck with the job search :-)

I am not sure where you live and this has a major impact on the answer. However in the US, unemployment insurance is paid regardless of financial means, it is only driven by income from employment and any hours worked.

Yes the income they assess is just savings, shares, saving bonds, income from lodgers or pensions. Cars and houses do not count

Of course you can. That is your money and your choice how you use it. The car might be cheap but to run one isnt. Insurance, tax, mot, servicing, petrol etc it all mounts up!!
