Chances are they were originally made with good old exterior grade plywood -- the glues are water resistant. Use either galvanized fasteners, or silicon bronze if you want them to last a long time. Monel staples are made from a rustproof alloy and can be found at Home Depot and others..

You should use seats. Seriously marine grade plywood is fine, that's what they're made of, but you can buy commercial replacement seats for basically the same you'll spend building them so why go to the trouble unless you want something custom, which is fine. If that's the case, you can still buy the upper seat portion pretty cheap.

Hey I would consider buying new seats from one of the big boat stores, they're not expensive and oftentimes have rotomold structures so theres nothing to rust. If you're bent on making them yourself, try using regular CDX type plywood but seal them with epoxy, or at least a poly resin.
