can anyone tell me how to use a modem over a voip phone line ?

It's best to consult your VoIP provider for information regarding modem over VoIP network but here's one fella who is using Vonage who got his modem to work on VoIP network.

I have heard that VoIP lines do not work with modems because of the latency in the line even though most VoIP systems provide a POTS connection. The question that comes to mind is: why would you want to? Since you have VoIP you obviously have an Internet connection. Perhaps there is a way to connect to the service you are trying to reach over the Internet.

No-can-do. Your modem needs a POTS line to make an analog connection. VoIP phones are digital.
