I'm 16 and haven't.... my mother took me to the doctor last week and they took blood and tested it and all my hormone levels were normal so they did an ultra sound to make sure everything was alright and I haven't gotten the results back... the docs didn't seen worried and said don't loose any sleep over it. One thing they told me was that I didn't have enough body fat to probably start yet.

I wouldn't be super scared at this point, especially since you weigh less than 100 lbs. If you are athletic (sports, dance, etc), that could be a contributing factor. And I do hate to bring this up, but if you have an eating disorder of any kind or are just not eating much of anything, that could come into play too. (And I'm NOT hinting that you do.)
It wouldn't be a bad idea to see a gynecologist. If there is something wrong, chances are that the doc will find it. And if everything is fine, then at least you have a relationship with a doctor who has a healthy baseline for you.

If you're very athletic, your body may delay your period.
Sometimes it's a genetic thing where the body may not produce enough hormones, so do you know if your mom got her period at a later age?
Don't be scared, however, the best thing is to probably go to the doctor and ask, because your doctor is probably going to know the most about your medical records and what is going on with your body.
I don't know if this will come to you as an assurance or not, but I got my period when I was 11, which is like a typical age, but my body is one of the most underdeveloped among my peers. I'm still using a training bra..

This depends on many factors such as your weight and your physical activities. If you are very athletic this could be a factor.
You'll probably be late in other things in life also. Like wrinkles and gray hair .... sometimes it's okay to be behind the curve.

Lots of people don't get it until they are 18. I think you are lucky. I am hoping for an early menopause. If you are that concerned you should go to your doctor or school nurse.

don't worry, girls get there period between the ages of 9-18. You have plenty of time to get your period. Your body isn't ready for you to get your period. Then when you have it, you would wish that you didn't.
