Some people do this to help their plants. The bottle in the ground helps bring water in the roots.

Maybe to water their plants? Or to keep them cool (if frozen bottles). Some nurseries recommend stuff like this in really hot weather.

I've never seen that. It seems like it would be an eyesore. Must be for the plants...which makes no esthetic sense.
