I see them alot in yahoo 360, and in here so I'm pretty sure that its a yahoo thing I just don't know where to go to find them.

if you wish to create your own animation, you need a .jpeg/.gif animator.
What that will do is slap together all of the images you decide into a sequence of your choice, and make that as one file.

Go to http://avatars.yahoo.com/ to create your own animated avatar. There are plenty of choices to choose from.
