If in town, check with the city hall. I've had to get permits before. They'll want a detailed set of drawings showing property lines, streets, sidewalks, buildings, alleys, and so on. They'll also want detailed drawings of the fence construction, what it will be made of, how it is anchored, the works. You can draw them yourself, if you have a fair hand for it. But it all depends on the city. If you live outside the city limits, the county seat will have the information. It may be you won't need a permit, but as big as Little Rock is, I'll bet you do, Bigger cities get too many complaints and problems, so they rely on the permits to help control them. They'll also be able to give you the information you'll need to build it so your neighbors can't complain, sue, and have it redone or torn down. Usually you have to keep a certain distance from property lines. Good luck.

Different cities and municipalities have different rules on this. Your housing subdivision might even have rules that guide your selection of fence styles and colors.
First thing that I'd do is visit your local county clerks office. You might be able to get a "plat" of your property. On here, you may see any easements or restrictions on how close the fence can be to neighboring property lines. Same office may have the paper forms needed for a permit, if it is necessary.
Often a contractor or fencing company will do this work for you.

Go to your town hall. They will give you all the proper forms to fill out, and they will tell you about the fees and bonding... If a contracter is doing this for you, they should pull the permit. (Make sure they do).

IF THE FENCE IS MADE OF WOOD YOU DON'T NEED PERMIT....BUT IF IT IS GOING TO BE OF CONC. BLOCK OR BRICK....YOU NEED TO HAVE A PERMIT.....CHECK WITH YOUR BUILDING DEPT....TO FIND OUT IF YOU NEED TO HAVE A PERMIT OR NOT....AND TELL THEM WHAT KIND OF FENCE ARE YOU BUILDING.
