Try doing a little Search Engine Optimization work on your website (including meta data, for example) and then submit your website URL to as many search engines as possible.
Also, try and get mentioned on blogs that cover topics related to your website.

Websites directories. I used to know a bunch of sites where I could list my web page in a category. Too bad I forgot about them.
Try to affiliate your site with others, like Sister Sites. Contact people with similar sites and tell them to exchange links. You put a button or link to their sites and viceversa.
Some websites offer forums where you can promote your site.
Webrings are good too. Yahoo has them. They are like communities of similar sites. Yahoo offers a box to put into your page via HTML and that makes people discover your page.
