Can a non-cylindrical object have a hoop stress?

Imagine a "C" shaped ring compressed between two plates. Will there be hoop stresses or will they be nonexistant as the object deforms under compression?

Sure, there are hoop stresses. Think of the C-ring as a spring. You're working against its wanting to expand back to its normal shape.
