The graphics might've been made in paint, but the coding is Java or javascript, so the answer would be "no".
There are no easy ways to make games. They all take a long time and lots of patience to create, especially the coding (the stuff that tells the ball how to move, keeps track of the score, etc.).
It's not impossible to learn. It just takes some time and effort
