In the industrialised world yes. In the developng world HELL NO. Have you ever seen those films Bangkok Hilton or Midnight Express? However, if you don't come forward you look guilty if caught.

My God! I can't keep the secret from my husband that I got a speeding ticket or that I spent too much shopping! I can't imagine keeping it to myself if I killed some one! Honestly, I don't know how Ted Kennedy can sleep at night since he killed Mary Jo.

I would definately confess. I can barely keep a secret now, it would be impossible for me to lie. Plus I would feel guilty and end up killing myself with stress. My emotions show very easily.

If I could justify it as self-defense, I would. Failure to come forward and report it would be interpreted as a sign of a guilty mind and they would doubt any story of self-defense that came out only AFTER they linked it to you. The claim would be suspect.

If it was an accident, then yes, I would. However, I know this one person, and if It were possible to get away with it, I'd have no remorse whatsoever.
