i neeeed to write a letter to my neighbors explaining i'm availiable to babysit their kids. BUT i don't know how to start it. help?

just type up a little flyer that says "babysitting service available". put your name and contact info on it, the hours you'd be available, and some blurbs about yourself. your age, ppl you've babysat for in the past who can vouch for you, etc. then make a bunch of copies at staples or something, and put them in the mailboxes on your street.

if it is a neighbor go knock on the door. if they do not know you by now may be you should be a little more neighborly, also have you thought if they have not asked you may they are not looking for a baby sitter? but hear is the good news you do have a skill ie babysitting so you need to start close to home and ask to have you name passed on and make sure your parents know who and were you are at.
