No country's borders can ever be fully secured, especially not ones as large as the US. Heck, even the East Germany couldn't secure a hundred mile wall once the wall was built. You think the US can secure a six thousand mile border?
The problem isn't securing the borders. It's trying a force/fear based solution to a problem that can't be solved that way.
Immigration controls are based on the idea that Congress must regulate how many people come into the country, because of the limits on our national resources. The Constitution grants them that authority, so there's no legal impediment. However, the fundamental problem is that Congress attempts to use force and threats to keep people out, and the history of the world has shown that that doesn't work.
The vast majority of illegal immigrants have done nothing wrong other than fail to properly register with the INS. In other words, they didn't fill out the proper paperwork when entering the country. Yes, that's illegal. Just like driving your car without registering it with the DMV is illegal.
The problem can't be solved by attempting to seal off the US borders. We'll never stop people from getting in. Heck, we can't even stop drug dealers from importing hundreds of tons of drugs each month. It's unrealistic to even try for full containment.
What needs to be done is a change in how we approach immigration control. We need to enforce using both incentives to register legally, and reasonable methods to deal with those who violate the paperwork requirements. Just like driving without a license gets you increased penalties if you break some other law, being here illegally should massively increase the penalties for those who commit actual crimes (misdemeanors / felonies) unrelated to their entry status.
We can't secure the borders. The best we can do is try to make the process one where we don't treat people like they've just committed grand theft larceny when all they did was fail to fill out paperwork. If the violation is merely paperwork, have them pay the fine, put it on their record, and fill out the paperwork. That leaves deportation only for those who are actually a threat to society -- the small fraction who actually commit violent crimes.
And since we can't stop people from entering the US in droves anyway, the best we can do is make it so that there is a valid incentive to play by the rules. This will work much better than a threat of what happens if they don't, since the past century has proven that the threats don't work and really only encourage further deception and sneaking around.
