The USA has a system where the FBI treats Extraterestrials as criminals, and they are immediately handcuffed and set into isolation for interrogation. This could cause an intergalactic war with an alien race that would potentially wipe us out due to greater technology. Do you think this system should be changed?

I doubt that an intergalactic war would emerge given the other major powers of this galaxy. As Terrana (what you Numai Humans call Earth) is officially a Zordian protectorate as per terms of the Treaty of Triangula, any cause of action against the Terranan Dallhiarchy would have to go through the Zordian or Klorian embassies.

Concerning the treatment of non-Terranans, it would depend on the nature of the prisoner. If the prisoner is an Aerthian or non-Numai Human, it's considered to be a domestic affair, even if the prisoner comes from Lazon's Planet. If it is another Ryloid species, then the Zordian ambassador would have to intervene. Nonetheless, it is the Zordian policy that only Numai Human-Zordian hybrids born on Terrana be allowed, and given that these hybrid are two-thirds Numai Human, they are officially citizens of the Dalhiarchy.

The problem lies in if the non-Terranan is of a non-Ryloid species, such as a Higustic or a citizen of the Erund Empire. Officially they are not permitted in the Terranan system, so the Dalhiarchy is free to treat them as they see fit.

In short, until Terrana is sufficiently Zordianised and a dialect of the Zordian language is dominant in the system, the Terranan Dalhiarchy as no fear of retribution from potential hostile races. The evolution from a male-female based species to one like that of the Klorians will take several centuries, and the planet is only in the early stages of the second wave. When the Numai are able to be a proper starfaring race, that is when there theoretically would be a problem. However, by that time, the Dalhiarchy should be collapsed and a united Terranan government will be in existence, and this treatment of non-Terranans should not be occuring.

Yes, the system should be changed because they are peaceful people.

The last time a group of them landed, they caused a lot of people to become unusually frightened until it was found that the ET's meant no harm.

Unfortunately, when they saw some of the Middle-eastern, black-masked goons, they laughed so loud that some buildings collapsed and people were hurt.

Before they left, they apologized for their loud laughter and said that the masked goons reminded them of some of the funny scare-crows they used on their planet.
