Use comercially availible fire fighting foam concentrate. A friend of mine uses the stuff in his foam generating machine he made (and hires out his service to clubs that want foam parties. It's pretty stable foam and gererally harmless. It will be best to make a foam generating machine run on the pronciple of spraying the water/concentrate mixture over a mesh through which you are blowing air.

You can use glycerin or Sodium Carbonate.

don't use soap it won't work as well as you think it might glycerin/soap mix might work though
