It's not. The fact is, CLinton reaped the benefits of Reagan "winning" the Cold War. Without the USSR to worry about, money could be diverted from guns to "butter." That's the way it always works. The guy in the White House inherits the benefits and burdens of his predecessors to a large degree.
I'm not sure I agree that doing so left our troops "at risk." It's not like the total disarmament that occurred after WWI. Its a balancing act. It would always be easy to over-spend on the military, which has its pet projects and boondoggles.

The same way that Republicans cut the troops pay and benifits while sending them off to war.Neither party cares about the troops, other than "playing to the cameras".

If Republicans ever gave a damn about our troops,they wouldn'tve sent them to Iraq in an illegal war for oil,let alone without sufficient body armor.
And many Democrats voted for the war too,lest you forget.

Tommy, Your question is too logical. Libs don't work on logic they just attack intelligent people who ask valid questions. When will you learn that America is evil George Bush is Satan (funny coming from people who are usually atheists) and every "NeoCon" is out to destroy the environment and take medicine away from old people. How can the democrats do such a thing when the REPUBLICANS ARE IN POWER?!?! Even if they wanted to, any time a dem presents a bill, the reps shoot it down.
