shampoo the rug. baking soda, let sit for days,till smell is gone then vacuum

Whatever has dried can be scraped off with a stiff piece of cardboard. Once all visible debris is removed you can use upholstery cleaner or carpet cleaner and a wet rag to wash it. Then spray with febreze.
