voice coaching...they can tell you in the first lesson if you can be improved or not...sadly not everyone can be helped.

I don't agree with "won't cook." If you want to learn to sing, honey, then do it! Everyone has natural ability to sing. Those who want to use it, do. Those that deny it's there will never learn to sing. There is no "can't sing" unless you're a mute.
It's a combination of ear training and voice training. You need to be able to hear what you're going to sing. Try just singing along with songs on the radio, sing loudly at church, etc, and listen to how it "feels" in your ears when you can match the pitch - stay in tune.
Try to breathe deeply (through your mouth), and relax as you fill your lungs up. Sing not from your throat, but project from your lungs!
And when you get into high school, join choir and band! A lot of instrumentalists are great singers, too, if they play an instrument. Plus, you can learn to read music that way, too.

Some are born great singers, some will just never cut it, and almost all can benefit from advice, feedback and practice.
Get a voice coach to determine your range, find the songs in your music collection you can best copy, learn the high notes where your voice croaks out, and you have to go falsetto, using your head voice. Keep your nose down and your throat relaxed, relax your abs and let them all hang out(!), don't try too hard, or push too hard for volume, and I've lately, from watching the opera singer Russell Watson, learned to point and extend and tense the chin, to really open up the mouth for clarity and volume. Don't smoke, and avoid alcohol. I've been singing since the school choir, aged about ten, and I'm forty now, and play guitar in bars and at parties.

Go in toilet and start crying loud in 12 days you will be known best singer in your neighbored hood.Don' play stupid , start learning,and if you have good voice with time may be you can sing good,and if you will be really good singer may be one day you become a famous Singer, good luck.
