Sailor Moon of course!
The reason is simple.. it's 5 (Sailor Moon, Sailor Venus, Sailor Mars, Sailor Mercury and Sailor Jupiter) vs 3 (Bubbles, Blossom, Buttercups)
Furthermore.. there are Sailor Pluto, Sailor Uranus, Sailor Neptune, Sailor Saturn, Sailor ChibiMoon, Sailor Star Healer, Sailor Star Fighter, Sailor Star Maker.. They got the brains, the strength, the power to do time travel (Tho I don't see them using it in the fight), and their power seems to upgrade all the time.. Their enemies range from the "Dark Kingdom era" to
"Shadow Galactica era" which they eventually won...
On the other hand, Powerpuff girls's super power are limited.. and considering that Mojo Jojo is still alive after so many episodes of fighting.. I don't think they will eventually win (At least it don't seems to be in the creator's plan to let him die/be captured)
Okies maybe "Demashita! Powerpuff Girls Z" currently showing in Japan now might surprise us..

Logically you might think Powerpuff girls because they have more powers (they can fly, for example), but Sailor Moon fights with the power of love and friendship. You really can't beat the power of love and friendship (not even with the power of song). It's Sailor Moon all the way.
Plus there are WAY more sailor soldiers than Powerpuff girls. And Sailor moon has fingers, which can be useful.
And, to top it off, if Sailor Moon started losing Tuxedo Mask would show up and rescue her, turning the battle in her favor. Who's there to back up the Powerpuff girls? Their father? He doesn't have any flowers at all! Talk about useless!
So it's obviously Sailor Moon.

Even though I like Anime WAY more than the Power Puff Girls, I think it's logical that the Power Puff Girls would win. Them, they punch, kick fly, have heat vision and other super powers. And Sailor Moon, it takes her at least one min. to do just one attack. Small but powerful, the Power Puff Girls stand in victory. But in terms of which show is better (story line, character development, etc), Sailor Moon wins by far.

sailor moon because when the powerpuff girls go to fight sailor moon, they won't even be taller than sailor moon's knees. then sailor moon will use one of her magic wands and hit them in the head. they will whine like little babies. sailor moon will then be arrested for beating up little kids.

This is an easy question... Sailor Moon! No doubt, she would kick the power puff girls butt any where, any time, any place. Hands down!!! Power Puff Girls suck in comparison to Sailor Moon. ^.^
