Maryland has popular referendum, but not initiative

Primarily municipal, although county and state governments could regulate these.

b. Layout and construction of county roads?
Primarily state legislature, although county government also finances roads

c. Safety on highways?
Primarily state legislatures, although Congress also passes highway safety laws. They are also regulated by state and federal agencies (Department of Transportation)

d. License the sale of intoxicating liquors?
Generally a municipal thing, usually by city councils

e. License teachers in public schools?
The State Department of Education, usually under statutes passed by the legislature.

Municipal function, although state legislatures do pass laws and help finance fire departments

g. Protect property from theft or burglary?
State legislature. Regulations on police behavior are passed at the county and municipal level, with oversight from Police/Fire Commissions

Strictly a federal function, through the US Treasury Department
