The father and Mother are both U.S. citizens and the mom has full custody and the father would like to take the child to Nigeria , does he have to return him or does he over rule once he is over there?

The father should not be able to leave the country with his child if the mother has full custody. Airport officials here should, by law, verify whether there are custody issues and if both parents approve of the child leaving the US. Once father and child are in Nigeria, there is no telling what will be the result. You might have a conflict of laws between the two countries, and I am not sure what the agreement between Nigeria and the US is as to which rule governs, and whether the US will fight to bring the child back.
