no - the DirectTV TiVO gets it's programming information from the satellite feed.
(the only thing you really need the phone line for is for either pay-per-view ordering from the remote. the TiVO will nag you every couple weeks to say it hasn't been able to phone home after a while, but you can just ignore that)
DirectTV stopped allowing software updates for the DirectTV TiVO units a couple years ago (DirectTV is planning to come out with their own DVR and so isn't upgrading the TiVO software any more), so there are no new software updates to download.

I have had a DirecTV TiVo without phone connection for almost two years. I get a message every day asking to connect to a phone line, but I ignore them. You need the phone only for initial setup, to order pay-per-view from the on-screen menu and for software upgrades. There are no new software upgrades from DirecTV for TiVo (DirecTV has dropped TiVo in favor of their own model) and you can always order PPV over the voice telephone or on the internet.

Since you have to buy the actual Tivo seperate from your DirecTV system you do NOT have to have a phone line. With the newer Tivos you can hook them in through your computer network and download the updates through there.
