Yes, you can, because I've done it a million times. However, the downside is that when you delete the account, it isn't just the e-mail address, but the entire network. My Yahoo, 360, briefcase, calendar, etc. etc. would also be deleted.
You can start a new one, transfer all that is important there, and then close out the entire account.
Here is where to go to do just that: https://edit.yahoo.com/config/delete_user
Here's the copied and pasted warning:

In the upper right corner,click "Help"
In the "ask" bar type in "How do I delete my account"
Then the choices will appear, pick the first one.
after clicking to your choice.
Scroll down until you see "account Deletion"
Click on "Account Deletion"
Scroll all the way down.
Provide the "password of current yahoo ID"
Then, Click "Yes" to terminate the account.

Easy. Go into your Account to search for Cancellation. You will be asked for your confirmation and the notice of Yahoo retaining the mail address on their record for a period of time. Your cancellation will take immediate effect. Next, getting a new account should be a breeze. I must sleep now.
