There are many free webhosting sites such as tripod and geocities. Usually your ISP will offer some as well.
These all come at a cost other than money though by limiting space, limiting bandwidth and/or requiring advertising.
If you are doing anything than just a few simple pages or are going to do any sort of commerce, then you will want a traditional hosting package.

Depends if you are looking for a free one or one that you are going to pay for, i think Yahoo has a good one and its pretty cheap too
