That is totally normal. The guys who start out shorter then most, actually end up to be really tall. Puberty starts around 14 or 15 for guys, and that is when you will get taller. I had a boyfriend who was at least a foot shorter then me, and he grew to be 3 feet taller then me, and I am pretty tall for a women. Sadlly, there is no way you can grow taller by changing your habbits. But you can prevent stunting your growth like dont drink caffine, keep a healthy diet, keep a regular exersise rutine, get plenty of sleep.
~youll grow~

I'm assuming from your picture that you're a guy. I'd say that 4'9" is a little below average. But the good news is that you have yet to enter your growth spurt which should happen at around 14 or so. I've seen a lot of guys do some serious catch-up when that happens.
The truth is, our bodies are our bodies, and a combination of heredity and environment determine what we eventually become. There are such a thing as growth hormones--nasty things with some potential side-effects--so I recommend that you allow nature to take its course.
If you are truly concerned about this, the person to see for advice is your doctor.

Everyone grows at different rates. 4'9" sounds a bit shorter-than-average.
Personally, I think that whatever height that someone is is OK.
But if it really bothers you or the 12-year-old, then one can take the child to an endocrinologist for a workup. If S/he determines that the child need some supplemental growth hormone, then it can be administered to the child by injection.

You've got nothing to worry about. Many girls develop later, especially ones that get less dairy products or meat (trust me, that's good).
You may feel shorter because of all these poor girls getting hormones from dairy and beef. The hormones in these foods are causing girls to develop as early as 8 years old.
You'll be fine. I know a girl who's 4'10" and is 22. A lot of guys and girls think she's super cute!
