There is this guy who...?

had a gay male stalker after him for a good year, he had to press charges, now I really like him, could it be that this guy has this sort of effect on a lot of people?

Unless you too plan to stalk this guy I highly doubt he has "that effect", you just like him, plain and simple. Nothing wrong with that. Good luck, I hope he likes you too.
