No, its the opposite of war. You can have times without war or peace, and you can have times with both war and peace, al depends on your perspective. Two countries for example, that are not at war, but still hate eachother are not at peace either.

i think that conflict is the absence of peace. case in point, without human beings, there may be no conflict, purely peace. yet there is human beings, for this reason, conflict happens, yet on no account cases. Peace has constantly been, and conflict happens.
