Everything in this world is 3dimenional with the exception of things like TV images, Movie images, etc. The three dimensions are heigth, length and width (or depth)
A piece of paper is 3D. It may be 300mmX200mmX.5mm but the picture you draw on it is only 2D because it can't have the third dimension.
When you look at a glass of water you can measure all 3, so water is 3 dimensional, even if it is only a puddle.

In order to define a plane you need at least three points.
The water molecule has only three atoms (H2O) and therefore all of them will be on the same plane. This means that the water molecule is 2-D.

However oxygen still has some electron pairs in its outer shell which can be used for forming hydrogen bonds with other molecules. The "position" of these pairs is such that you can imagine oxygen being in the center of a tetrahedron, on two of its corners you have the two covalently bonded hydrogens and the other two are sites for hydrogen-bond formation with the hydrogens from other water molecules. So interaction with other water molecules is 3-D.

Water as a substance is of course 3-D.

It is 3 Dimensional. No matter where the water is, it always covers a volume in space. Calculating Volume, by definition, has to have 3 dimension.

YOU GUYS ARE ALL WRONG, everything is 4 dimensional, if u dont believe me ask Dr. Stephen Hawking, there is legnth, width height, and time. those are the four dimensions. the water moleculy is a bent shape with the hydrogens attached to the oxygen in an L shape, thats what makes the molecule the 3 dimensions but time is the 4th. So everything around you is 4 dimensions.

"Two dimensional" is more of a mathematical construct than a real-world situation.
