No. That's just a genetic thing. Nothing you do to your boobs will make them grow, shrink, flatten or swell.
Although I think I'd take my chances anyway, because if there was a reason for me to be wearing a bullet proof vest to begin with, it's probably in my best interest to worry about my life and not my boobs.

if u mean while ur wearing it , it depends if u have big boobs if u do it probably wont flatten them alot
i always wear a vest when me and homies hit the streets 4 safety
