I thought that once a player taking a penalty kick started his run to the ball he had to continue. The stutter or pause causes the goalie to give away what he plans to do. I thought this was illegal, Portugal did it just the other day. Also Goalies should be forced to keep still with hands at side until ball is struck, impossible yes, but, those are the rules!

I don't like stutter step in penalties but I think they have been allowed by FIFA. No fun though.

i think the stutter step should be allowed but, the goalie also should have to keep his hands down at his side. I know from personal experience that the stutter step really helps you get the power you want but the help is often deflected of the goalie if his hands are up.

It really depends on which side of the ball you are on. If my team does it and scores, I'll love the studder step. But personally, I think you should just strike it directly.
