What does "a child on the ground may scream in the air" mean?

I personally have children so i think i can answer this one with ease. You see when you are holding them they scream right into your ear witch can cause a chain of different emotions but if you lay them on the ground then they just scream into the air and you can walk away until they decide to shut up.
