There IS a procedure... Just use skin whiteners. They sell them online. Some only remove age spots (like White Perfect), while some whiteners actually whiten your skin by blocking melanin production. You'd have to use these ones a lot though, because if you stop halfway through, you could actually end up darker.

On a serious note, surgery is only way that I know of to whiten the skin.
