It is a way to recycle and produce an fuel in the process. Once the value of food production exceeds that of fuel production, it will recycle back into the food chain.
It never will make a significant dent into world energy demand for fuel. Most of these types of fuel production do not make economic sense as a stand alone project. The economics come on the backs of the taxpayer.

Actually, the fuel of the future will not be petroleum based at all... Look for hydrogen, oxygen, or purely "green" fuels like pure ethanol.
