The zero-rate policy has been kind of iffy to begin with. It does stimulate the economy but no one wants Yen because it's so bad to save money in that currency. It's really close to getting some deflation, which is not that great for the economy in general.

Edit: Update to this from a week ago. It looks like the BoJ will go ahead and up the overnight call rate to .25%
