I would just wait it out and see if she calls you. I'm in a very similar situation but she is also my roommate so its a little harder. If she really wants to be your best friend then she needs to realize that you will alway be there and she should be there for you too even though you are still fighting. Confrontation sucks but if you still want to be friends you need to confront her and tell her how you feel.

even if im not talking to my best friends, i do call them on important occasions like birthdays for them to know even though we are not talking to each other i still care about them, wait for her to call u, if she doesnt call u on ur birthday then it means she's not a good friend cos good friends will not do that to each other, good luck and happy birthday in advance.

she/he should but it depends on what you are fighting about or why she is not talking to you. If she/he doesn't call you then i wouldn't make any extra effort of trying to get back at him/her. You don't want him/her to think you cant function without them.
