why is the Srilankan governamet calling LLTE for a ceise fire ?

why cant srilankan governament with the help of Us and other military support wash out LTTE by bombarding ? Im sure they know their trainig camp location .why do they recognise them as terrorist group and why do they ask the leader for a negotiation table why cant they search and kill him ?
